When we dug into our fulfillment data, we realized the scale of the challenge.
We ship over one million hazmat ecommerce packages per year. This represents roughly 10% of our annual outbound volume.
At that scale, even minor inefficiencies create significant operational drag. The traditional approach of printing and hand-applying hazmat diamond labels to each parcel added an average of 8-15 seconds per package, equating to more than 2,600 labor hours annually. These micro-delays compounded into handling fees that brands understandably didn’t love.

Securing Special Permit DOT-SP 21015
We engaged directly with the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) to explore a technical alternative: embedding compliant hazmat diamonds directly into the shipping label under Special Permit DOT-SP 21015.
After an extensive application, audit, and safety validation process, Capacity became just the 31st company in the United States – and one of the first 3PLs specializing in beauty and fragrance – to earn this authorization.
This permit allows us to print reduced-size hazmat marks (minimum 50mm) directly onto standard 4×6 shipping labels, eliminating the need for separate stickers while maintaining full compliance under 49 CFR §172.407(c) for marking specifications.
It may sound small, but it’s a big deal that’s providing our clients with a measurable edge in both speed and cost.
